All his predessors, starting from the Telecom Minister during the NDA regime had followed the same policy. He claimed that the 'supressed' document will prove that whatever changes Raja had made in the policy was due to the heavy rush of spectrum applicants. Raja carried out the policy after informing the highest government authorities, it was alleged. Memon reiterated the point of Raja informing Prime Minister Singh about his 2G activities which have been consistently repeated by three public servants accused, Raja, Telecom Secretay Siddharth Behura and Raja's personal secretary R K Chandolia while arguing against framing of charges against them.
